What are builders using now in place of asbestos for insulation?

An apartment complex is being built right outside my window in a small town in northern Arizona. After leveling the ground and placing markers, they poured cement bases for each building. Then, they put up wood frameworks. Now there seems to be a bluish white color that was applied to what I assume is the basic wall structure with the building still in a skeleton phase. I’m really curious about the building process and how strong the buildings will be. Although I’m not in either an earthquake or hurricane center, I’m wondering if the buildings would stand if one of those came along. Also: How do they make the wooden framework stick to the cement base? What is the bluish white substance on the first layer of wall?

Beams are placed in the concrete before it dries. If you’re not in an earthquake/hurricane area, then it probably isn’t designed to withstand one, but, it might depending on the factors of safety the designers used. The white blue stuff was the insulation, some kind of fiber glass foam likely.
